Education Hour Topic: The California Safe Cosmetic Act of 2005: What Has God Wrought? Well it happened. The California Legislature passed and the Governor signed the Safe Cosmetic Act of 2005 into law in the fall of 2005. It goes into effect on January 1, 2007 so what do we need to do to comply? First we need to see what was behind this legislation and than try to see what it really means. What cosmetics are affected and how will this new criminal statute affect all manufacturers and sellers of cosmetics and supplier of flavors and fragrance? Will this drive us insane or is it really much ado about nothing?
